• has one weird commit at the end from trying to resolve commits that were only appearing in github web

Notes

there are unresolved issues on index.vue:

• importing Button from pdap-design-system was causing issues; buttons are un-formatted
• buttons don't have proper destinations
• we can add agency count metrics from our API now that there's a /metrics endpoint
• does not yet get good first issues from github; placeholder
• get recently added sources
• styling on the "programs" section leaves much to be desired
• styling on the "high-level roadmap" could be better
  • year 1, 2, 3 story
• documentation section could be better

I thought it might be best to get this in since I'm taking a while with my update, and the remaining fixes are small
